Ohio Sends Phase 1 Corridor ID Rail Reports to FRA as It Nears Completion of Initial Phase

The Ohio Rail Development Commission shared that it sent Phase 1 Corridor ID draft reports to the Federal Railroad Administration (FRA) for comment prior to final submission according to a September 18th meeting. This is for the initial phase of two projects, the Cincinnati, Dayton, Columbus, Cleveland and Cleveland, Toledo, Detroit passenger rail corridors

Ohio has provided an update on passenger rail plans. The Ohio Rail Development Commission shared that it sent Phase 1 Corridor ID draft reports to the Federal Railroad Administration (FRA) for comment prior to final submission according to a September 18th meeting. This indicates the initial phase of the two projects, the Cincinnati, Dayton, Columbus, Cleveland and Cleveland, Toledo, Detroit passenger rail corridors, are in final stages. Once submitted and accepted these reports will make Ohio eligible for millions in funding from the federal government for phase two of the project which creates a Service Development Plan for new train service.


The Phase 1 reports provide scope, schedule, and cost estimates for preparing a Service Development Plan for new passenger rail service. It is a crucial step for large capital projects under the FRA's project lifecycle stages.


Ohio's passenger rail plans would bring millions in benefit for the economy. Just the construction of the 3C+D line could create 1,100 jobs and add more than $100 million to Ohio's economy. Once operational, the line is expected to generate up to $47 million in annual economic impact.


Enhancing Ohio's rail network is broadly popular among Ohioans according to a state survey.


Phase 2 Timelines Unclear


With the completion of Phase 1 imminent, the timeline for Phase 2 remains uncertain. The Federal Railroad Administration's process timing has varied greatly in awarding grants for Phase 2. Historically, grants for similar projects have varied anywhere from one to eight months.


The Role of Federal Support

Corridor ID is a federal program created through the Infrastructure Investment and Jobs Act which allocates federal dollars to states for building out passenger rail corridors. It represents federal interest in supporting specific state routes that meet federal criteria. More info
