As the demand for modern, sustainable rail grows across the U.S., so does the need for domestic manufacturing muscle. From high-speed trainsets to next-gen commuter fleets, a new wave of investment is reshaping the inter-city rail landscape—and it’s happening in places you might not expect.

Here’s a look at the existing, new, and emerging train manufacturing sites powering America’s inter-city rail renaissance.

Legacy Leaders: Where Trains Already Roll Off the Line

  • Siemens Mobility – Sacramento, CA

    • Produces Amtrak Airo trainsets, Brightline high-speed trains, and Charger locomotives

    • Full-cycle manufacturing: design, welding, assembly, testing

    • Powered partly by solar energy, with a focus on sustainability

  • Alstom – Hornell, Plattsburgh & Kanona, NY

    • Hornell: Builds Avelia Liberty high-speed trains for Amtrak

    • Plattsburgh: Assembles components for national fleets

    • Kanona: Refurbishment and modernization hub

    • Also operates an engineering center in West Mifflin, PA

  • Stadler Rail – Salt Lake City, UT

    • Manufactures FLIRT DMUs and KISS EMUs for U.S. and Canadian markets

    • Known for modular, low-floor designs and regional rail innovation

New & Emerging Sites: The Next Chapter in U.S. Rail

  • Hitachi Rail – Hagerstown, MD

    • Opened in 2025 to build 800+ railcars for Washington Metro (WMATA)

    • $100M investment with long-term potential for national projects

  • Siemens Mobility – Lexington, NC

    • $220M advanced manufacturing facility announced in 2023

    • Will complement Sacramento operations and expand capacity for passenger rail

    • Focused on sustainable production and workforce development

Context for Ohio

As Ohio pushes for better mobility—from expanded Amtrak service to regional rail corridors—these manufacturing sites represent that domestic rail is viable, scalable, and ready.

Finally, A Timeline: What Amtrak's Long-Distance Fleet Replacement Means for Ohio

The funding that kickstarted Ohio’s passenger rail renaissance has an expiration date. A new analysis from the Eno Center reveals why returning to the budget models of the past could derail the 3C&D corridor just as it gains momentum—and that we must demand multi-year appropriations to keep the project on track.

How does new passenger rail get funded at the federal level?

Today, Amtrak’s 55th anniversary isn’t all that’s being celebrated. The U.S. is experiencing a veritable resurgence of passenger rail which some have described as a renaissance. Demand is at an all-time high, and routes from the west coast to the east coast are reporting unprecedented volumes of passengers. Rather than fighting to preserve a dying train network, Amtrak is breaking its own records every year.
