Columbus, OH — New results from the Ohio Department of Transportation’s (ODOT) 2024 Transportation Preference Survey reveal strong public backing for expanding passenger rail and improving public transit across the state. Conducted by the nationally recognized ETC Institute — a leader in survey research since 1982 — the study gathered input from Ohio residents through both online responses and mailed questionnaires, ensuring a broad, representative sample of public opinion.

When asked to rate the importance of improving the rail network in Ohio:

  • 35.8% of respondents said it was extremely important

  • 17.1% rated it very important

  • 25.5% rated it important

In total, 78.4% of Ohioans believe enhancing the state’s rail network is important or more.

Public transit improvements drew similar enthusiasm:

  • 31.9% extremely important

  • 18.0% very important

  • 30.4% important

That’s over four in five respondents (80.3%) placing public transit upgrades as an important or higher priority.

“These findings confirm what communities and advocates have been saying for years—Ohioans want more and better passenger rail and transit options,” said AAO Chair/Mitch Radakovich. “Investments in modern, connected rail and transit systems aren’t just about mobility; they’re about economic growth, resiliency, and quality of life.”

ODOT’s Transportation Preference Survey is part of the Ohio Moves Transportation Study, which seeks to align Ohio’s planning with resident priorities across all transportation modes — from roads and bridges to biking, transit, and emerging mobility technologies. Ohio’s system is among the most extensive in the nation, with more than 123,000 miles of roads, 42,000 bridges, and 1,000 miles of paved bicycle paths.

The results come as state and federal leaders weigh opportunities for funding and implementing passenger rail projects, including potential new passenger train corridors and improved regional service.

OPINION: The Bay Area vs. Ohio: Transportation Freedom vs. Transportation Desert

The Streamline Transit Act cuts federal red tape, allowing Ohio to fast-track rail NEPA reviews like highways. This could save years and millions on projects like a Cincinnati, Columbus, Dayton, Cleveland rail corridor.

Passenger Rail Projects Could Speed Along Under New Bipartisan Bill

In December the Federal Railroad Administration announced updates to the Corridor ID program. These updates tailor next steps of the program towards the complexity of projects to smooth the ability to receive approvals and confidence from the federal government. This impacts routes in Ohio like those through Columbus, Cleveland, Cincinnati, and Toledo.
